VACANCY

The Department of Immigration and Border Protection (DIBP) section of the Australian Consulate-General Guangzhou is seeking applications from Australian citizens and diplomatic visa holders, for the following Expatriate Level 7 vacancy:

Senior Decision Maker

The successful applicant must have or be able to obtain an Australian Government security clearance. Locally engaged terms and conditions of service apply. The successful candidate will be responsible for their own transfer and ongoing costs associated with working in China. If necessary, the Consulate will provide a letter to assist in obtaining an appropriate work visa for China.

An order of merit may also be established to fill any other short or long-term vacancies that may arise in the next twelve months.

Salary for this position will commence at RMB 339,365 per annum. The position is for an initial contract of twelve months, with option for renewal of 6-12 months depending on operational need.

Job Description

The Senior Decision Maker currently has responsibility for:

• making decisions on complex cases and managing a small team of expatriate visa decision makers;
• demonstrating a keen understanding of the strategic aspects of Australia’s Permanent Entry program as it applies to the Guangzhou office and broader East Asia region;
• contributing effectively towards the management of program delivery goals including reporting on statistics and identifying trends in the caseload;
• leading a team of decision makers to deliver timely, lawful and quality decisions on a range of visa applications within service standards.
• providing guidance, management and mentoring decision-makers to develop and maintain productive and harmonious relationships within the team.

Duty Statement

1. Manage and lead a team of expatriate staff in deciding visa applications for permanent entry to Australia.
2. Support the PEU Manager and the A-based officer in charge to deliver the program’s goals in terms of program deleivery, service standards and policy input.
3. Ensure team members are adequately equipped in terms of information, training and skills so each individual can contribute to the overall team objectives.
4. Ensure consistency and quality of visa decisions is maintained.
5. Prioritise and organise workflows within the section to ensure service standards are met.
6. Work collaboratively with other teams, including the Integrity Team, to ensure program integrity is maintained.
7. Regularly review and refine processes to find efficiencies.
8. Prepare written correspondence including letters, decision records and reports.
9. Communicate with clients and their representatives by telephone and in person.
10. Oversee the maintenance of decision record and letter pro-formas for accuracy and legality.
11. Assist with other duties or projects as operational demands require.

6. Ability to work effectively and with integrity to deliver timely, appropriate, lawful and reasonable outcomes.
7. Demonstrated ability to deal with clients and stakeholders in a courteous and professional manner.
8. Good knowledge of computer applications with an ability to work with Consulate-specific and DIBP-specific software.
